I have a few ideas. One is putting the rules in the 'Board & Guidlines' section, then naming it 'rules'.
Another is giving specific consequences for the breaking of rules. That way the rules can be easily enforced in a fair way. Otherwise people will test the rules.

The rules are just fine, but I'm talking about the consequences for breaking the rules, and having them in the boarders and guidlines section. Then the rules appear at the top next to the 'Portal' link.

You actually needed to listen to that tard about needing warnings and consequences.... that's like saying "Oh, if I can get 5 warnings before getting a ban then I'll just get myself into enough trouble to get me 5 warnings and then I'll stop".
