OK, so I was wondering, could we make some NPCs, things like: High-ranking Ministry Official and Nosy Student. I was thinking mainly for me and Amanda's post involving the entire Ministry, seemingly, but we'll probably need them at other times too.

I don't know about Nosy Student, but High-Ranking Ministry Official could be a good one to have. Or possibly House Elf. This one's truly up to Amanda though.

You don't really need to do anything to have NPCs in your post. I talked about other characters within my post and if they ever actually become players, then so be it, they can play with us, but for now, feel free to talk about a character that would be in the particular situation with you.
