The setting is on the year 2302. The title is FILE NO. 11 “PROLOGUE”. Together with 0Gundam, is the testing of third generation Gundam “Gundam Rasiel”, which is a Gundam that bears particle scales [verniers?] on both shoulders. The meister of Gundam Rasiel is Grave Violento. A correspondence from what seems to be a gentle voice comes from the 0Gundam to the Rasiel. Ian Vashti meets Grave, who returned from testing. From here he meets the cheerful character Hixar Fermi. Around this time in the CB facility, are the 26-year old agent Chall and Gundam Meister 874. Chall became an extremely gloomy character after the Plutone accident, and she always covers the scars on the left of her face with her hair.

Before long, they would scout the third generation Gundam Meisters.
