...So are we to assume that the box setup and Veda Hologram, if that's what it really is around 1 Gundam, are just Veda's developed quirks from being a semi-sentient supercomputer with too much time on its hands?

Or are we the viewers supposed to think that 1 Gundam (if there's just one unit of the series) has been stored in plain sight this whole time, regardless of the fact that storing a mech right underneath a control center is very unorthodox?

I can't imagine it being anything plot relevant, given this appears to be set on earth.

Veda was also moved from the moon room several years prior to this scene, if that's what you're getting at.

I'm so out of the loop regarding the sidestories due to a lack of active translations that I seem to miss some of the key details.

So to simplify the question, the only thing shown is that Veda simply has a quirky "taste" in storing its "perfected" Gundam design, right?

Perhaps, though that depends on whether or not Veda actually had any role in storing this one in this location. For all we know this is Ribbons being a jerk somehow, and I don't think Veda has any more involvement in 1's design than it did in any other Gundam's in the series.
