The nation of Black Serenade is led by an Emperor who is evil, but the empire he runs is a free one, he does not opress his people. The emeror's name is that of Blythe viciouroth. I wouldn't say benevolent, probably uncaring of how he runs his country to the point not much is illegilized. Like Hendricks, Hendricksonia doesn't even have police because it's based on principles of super self-reliance and strongest will survives. Of course it's different since its leader is actually a nice guy, though a bit nuts.
