Acknowledging the passing of the Aberdeen-Charis Merger Declaration by both Aberdeen's House of Members and Charis' Senate

Compiling and listing the conclusions and recommendations from the Merger Committee

Submits to the Aberdeen House of Members and Charis Senate the following proposals for merger details

Article 1: Union of the two regions

1: Aberdeen and Charis shall be joined into the United Regions of Charis-Aberdeen (UROCA) with their individual members having equal authority within the new region
2: They shall have a joint forum running IPB 1.3 (same as Invisionfree) on a member-hosted server.
3: They shall be governed by the laws and regulations of Aberdeen due to its robustness for the purposes of an interim government until such a time that a new government and constitution can be approved by the UROCAn members

Article 2: Founder
As part of the agreement, the Founder has been guaranteed as such. As the founder can't be changed at a later date, these details are guaranteed for any further government:
1: The Founder shall be Governer David of Imperfectia, a name recognized and respected by both regions
2: The Founder shall be guaranteed the Chief Justice position in the next Government, a position that shall be the head of the Judicial Branch
3: The Founder shall be guaranteed and equal vote to the average nation within the Legislative Branch
4: The Founder shall not be permitted to head either the Executive or Legislative Branches but is permitted to take secondary (or lower) positions within either branch to aid in the workings of the regional government.

Article 3: Interim Government

1: As stated in Article 1, Clause 3, the interim government shall be governed by the laws and regulations of the Aberdeen government
2: Upon the successful passing of this document by both regions, elections for the first UROCAn Prime Minister shall be conducted
3: Upon the completion of the election process, the members of both regions shall move to the lands of UROCA
