Ha ninja are assasins that follow the one that gives them more money. They dont serve they follow contracts.
About naruto there like kids, check out Ninja sroll.
Plus samurai will do anything for their master and even commit suicide if he dies. Even if their leader is the stupiest man on earth they follow him without questioning.
