Effects:
Hito combines his power over wind jutsu with Shukaku's ability to manipulate sand in order to create a sand storm. Wind speed can be increased or decreased in order to create various effects. The sand passes harmlessly around Hito regardless due to Shukaku's influence. Greater mastery of the technique allows Hito and Shukaku to sense where their opponents are based on disruptions in the wind. Size of the sand storm is solely dependent on how much sand is available for use.

Speed 1: Gusting sand storm, makes seeing difficult but possible. Low damage. (Genin)
Speed 2: Slightly faster but with sharper pieces of sand. Higher damage. Can't see without eye protection unless you risk cutting you eyes open. (Chuunin)
Speed 3: Powerful winds. Hearing is decreased as well as still not being able to see without risking injury. (Mini form)
Speed 4: Tornado force winds. High damage. Deafening winds make it impossible to hear as well as see. The sand will rip flesh from bone. (Full form)

It's alright, though how would one go about countering this? I'm assuming that someone strong in wind or fire jutsu would be able to neutralize it or overpower it (in the case of fire)?

Well yeah, fire would burn up the air and just make a big inferno and wind of equal or greater strength would nullify it. The shukaku is the weakest bijuu after all.
