Some rules on puppets and explanations as to how they work. 1. You may have no more than 10 puppets. (No more than 5 out at once until Kage level) 2. The amount of puppets you can have out starts at 1, and increases every 50 dexterity. 3. A single puppet may have no more than 7 weapons. 4. Puppeteers have no jutsu other than their puppetry jutsu. 5. Puppeteers MUST be from Suna. To start, we'll talk about stats. The key stat for puppeteers is dexterity. Of course, for every 50 dexterity the puppeteer has, they can control 1 more puppet. So having a lot of dexterity is a huge plus. It also determines how much they can do with their puppets each turn and if they can block and dodge attacks with their puppets. If the puppeteer has high dexterity than their opponent, they can do more moves. They can do 1 more action with their puppet for every 40 dexterity they have higher than their enemy with the highest dexterity resulting in a maximum of 3. This also of course applies the other way around, meaning that if their enemy has a higher dexterity level than they do, then they get fewer actions with a minimum of 1. Each puppet of course has a set amount of weapons and it takes 5 chakra to use any given weapon. For the attached weapons and shields, it takes 10 chakra to use them.
