Plot: Don't you remember when you were young? When someone pissed you off, you wished they were dead? And people would say 'you don't really wish they were dead' and you would think to yourself 'no, I really wish they were dead'. But they didn't die. And you had to live with them but it was better for the person still being alive, because there was nothing on your conscience.
And then there was the minority. The few people who saw the 'I wish they were dead' as literal. Whether for their own reasons, or for someone else, these people were the ones that went out to grant wishes, only the particularly gruesome ones. Inexperience and lack of control led to the inevitable inprisonment of such people. For the good of the majority. No one cares about the minority.
Whether they're sorry or not, these people have ended up worse than the people they killed. What they've ended up with, they would have been better off dead. Being so young and having their lives snatched away. They spend their days sitting and staring, trying not to think. The world outside their timeless prison is half-forgotten and longed for. Escaping sounds far-fetched and stupid, but with a kid's imagination you can do anything. It all depends on whether they can pull their heads out of their childhood dreams and actually carry out a successful escape. The world outside is waiting, so don't cage the killers.
