This is a problem a lot of people face. There always used to be hundreds of threads on writing websites with ways to remedy it, so (returning to the aforementioned website for once in a blue moon) these are the tips on combating writer's block I found most useful. Most of these come from poem/story writers so I'm not entirely sure how useful they are for kickstarting roleplay writer's block, but hopefully it works with all types of this.

It seems like an odd idea to just sit down with no goal of writing anything that has a point, but surprisingly it's one of the best methods to getting rid of the dreaded Writer's Block. (So scary it has to be capitalised.)

Apologies if these do, again, sound a little story writers/poem writers oriented, but these were the solutions I could find that referred least to writing that type of thing. Hope they're helpful for you, they are for me.
