Imagine this: Blissey versus a Tank Kyogre. Who would win? Kyogre can't OHKO Blissey, and Blissey can three- or four-hit-KO Kyogre while self-healing with Softboiled.

Now picture Choice Band Salamence versus Rain Dance boosted Palkia. Sure, Palkia is fast and powerful - but Salamence (with the right EVs in Attack and Speed) is better. It could OHKO Palkia with ease by using Outrage or possibly even Dragon Claw.
