Article I: GuidelinesSection I: RulesI: All members are to behave in such a way that brings honor to the League and to themselves. Any unruley actions can result in immediate expulsion.
II: Members have the right to be whatever national color they choose. The League will not discriminate against any non-green national color.
III: Members of the League shall not be permitted into any other alliances. We wish to have good relations with other alliances, however, we wish for our memebers to remain loyal to us.
IV: Members have the right to express themselves freely, but only to the extent that it is not insulting or unbecoming a member of the League. There is to be no flaming or baiting of any kind withing this League.
V: All members of the League will follow all terms and agreements of CyberNations.
Section II: Admission and ResignationTo be accepted into the League, a nation's ruler must register with the League's forum (this site). Once all required fields are filled out and the request recieved, the nation will be evaluated and then accepted or denied. Likewise, at any time and for any reason, a nation is permitted to leave the League with no consequences.
Article II: Government SystemSection I: High CouncilPart A: Chief Executive OfficerThe Chief Executive Officer is the highest ranking held in the League. The position is permanent unless the Chief Executive Officer resigns, in which case, a successor will be apointed by the Chief Executive Officer himself. The Chief Executive Officer holds the right to appoint special positions within the government, and to declare war on other alliances and nations.
Part B: Executive OfficersThe Executive Officers are appointed directly by the Chief Executive Officer, and hold their position until they resign, are removed by the Chief Executive Officer, or are expelled from the League. There are only 3 Executive Officers at any one time. The Executive Officers are responsible for all matters of intelligence gathering for the alliance, and at any time, may be asked to create a detailed intelligence report for the Chief Executive Officer and the rest of the High Council. Executive Officers have the right to declare war only with the Chief Officer's approval.
Section II: General CouncilPart A: MinistriesDivision 1: Ministry of Defense
The Ministry of Defense is responsible for arising military disputes, settling reparations, coordinating attacks and battle plans, and cooperating with the Ministry of Homeland Affairs to coordinate aid. The Minister of Defense is responsible for attempting to diplomatically solve any problems that arise between a nation from the League and nation from outside of the League. The Minister of Defense will attempt to negotiate with the opposing nation's equivelant to find a peaceful solution. The Minister of Defense can appoint up to 2 Secrataries to the Minister of Defense.
Division 2: Ministry of Homeland Affairs
The Ministry of Homeland Affairs is responsible for recruitment, investigating backgrounds of nation applicants, reporting to the Chief Officer for accepting new members, maintaining the Members List, and coordinating aid with the Ministry of Defense. The Ministry of Homeland Affairs will regularly, or upon request, will provide the Executive Officers with an updated Memebers List. The Minister of Homeland Affairs can appoint up to 2 Secrataries to the Minister of Homeland Affairs.
Division 3: Ministry of Foriegn Relations
The Ministry of Foriegn Relations is responsible for creating and reviewing treaties with other alliances and sending ambassadors to other alliances. The Ministry of Foriegn Relations will report all treaties to the Executive Officers, and in special cases (or cases that the Minister of Foriegn Relations deems necassary), the Minister will report the treaties directly to the Chief Officer. In addition, the Minister, and or the Ambassadors the Minister assigns, will give a report of any council recieved by another alliance, or a report of the time spent with another alliance. The Minister of Foriegn Relations may appoint up to 2 Secrataries of Foriegn Relations, and 1 Ambassador to aid the Minister in his or her duties as chief Ambassador.
Section III: Judicial CouncilPart A: General CourtThe General Court is governed by 3 League Judges. The responsibility of the League Judges is to hear cases of nations within the League, and make decisions on punishments and rewards. Judges do not recieve secrataries.
Part B: High CourtIn cases of extreme acts of treason or disobedience against the League, or in the case of an Executive Officer acting against the League, a session of the High Court will be called, and the Chief Executive Officer, the High Magistrate, and the remaining Executive Officers will act as judges. The High Magistrate is responsible for submitting all cases of Commons Court to the High Council so they may keep better track of the League's judicial cycle. The High Magistrate may have up to two Secrataries to the High Magistrate.
Section IV: Commons CouncilThe Commons Council is comprised of all of those nation leaders who do not hold a government position. The Commons Council is responsible for nothing more than following League rules, and answering questions or fullfilling special duties assigned by the General or High Council. The Commons Council has the right to protest, and organize meetings among themselves without the regulations of the other councils.
Article III: Elections and AppointmentsSection I: AppointmentsIn the event of a total upheval or overhaul of the League ranks, the Chief Executive Officer and the Executive Officers will make appointments to various positions without need of a vote. Also, in the event of a position holder not meeting the requirements of the job, the Cheif Executive and Executive Officers can choose a replacement for the position.
Section II: ElectionsAll positions, with the exception of the High Council, are voted on. Elections for offices are held once per month, and terms last one month starting on the first of the month. The last week in the month is set aside for nominations, debates, and voting to be held on the last day of the month. The structure for that election week is as follows: Day 1 and Day 2, Nominations. Day 3 & Day 4, Debates. Day 5, Voting. All members of the League are welcome to participate in any election, however, only one office can be held at any given time.
Part A: NominationsAny member of the League can be nominated for a position as long as the member is not already assigned a position. A member can caimpagn for a position from the first of the month until the first day of nominations, at which time he or she can be nominated for the position in which he or she was campaigning for. Any member is allowed to nominate him or herself for a position. All nominations must abtain a second, and a third motion in order to be considered official.
Part B: DebatesDebates are to be held in a designated debate forum for each position. All candidates for a specific position will debate issues or attempt to convince the Commons Council why they would be best for the job, and what they plan to do in office, just as any normal political debate. Debates are to be held in a professional manner, and there is to be no mudslinging once the debates have begun.
Part C: VotingVoting takes place on the last day of the month. A vote takes the form of a poll question at the top of the Voting Thread. All remaining candidates' names will be placed in the poll. Voting lasts from 12:01 a.m. on the last day of the month, until 11:59 p.m. that night. All votes are final unless otherwise stated by the High Council.
Article IV: LegislationSection I: Amendments to the ConstitutionAny amendment made to the League Constitution must be passed by a 2/3 vote by the Commons Council, a 2/3 vote by the General Council, and a 2/3 vote by the High Council. The Chief Executive Officer has the right to veto any amendment which can only be overturned by a 3/3 vote by every council.
Section II: Ratification of TreatiesThe General Council and High Council will vote on all treaties prior to being signed into law. The General Council must pass a 2/3 vote, and the High Council must pass a 3/3 vote, in order to sign a treaty into law. Although the Commons Council does not vote on treaties, the treaty is made available for viewing by the public prior to signing, and the Commons Council can represent themselves and their opinions to the General and High Councils on behalf of the entire Commons Council.
Article V: Courts and ExpulsionSection I: High Court StructureThe High Court is made up of the Chief Executive Officer, the Executive Officers, and the High Magistrate. In cases of Executive Officers going to trial, the General Council will step in and act as jury for the trial.
Section II: TrialsTrials shall not last for more than two weeks. If a verdict is not reached within the two week period, the case is dismissed. A member can not be charged for the same offense twice. Being found innocent will grant the accused all privlages and rights, and allow him or her to once again participate in elections. Being found guilty may result in expulsion, suspension, or loss of rights, privlages, or positions.
Section III: ExpulsionOnly the High Court can expell members. The High Court can expell any member for any crime, only to be overturned by a 3/3 vote by the High Council.
Section IV: Crimes Warranting ExpulsionCrimes warranting expulsion include, but are not limited to:
- Treason against the League;
- Severe infractions of the Code of Conduct;
- Unauthorized nuclear attacks;
- Any unauthorized attacks on any other nation;
- Crimes commited against other organizations;
This list is not exhaustive. These acts are found to be traitorous, and are grounds for immediate expulsion, and potentially, other acts of punishment.
