The Industrial Development Bureau (IDB) under the Ministry of Economic Affairs will earmark NT$1.6 billion (US$49.7 million) over the next four years to subsidize buyers of electric motorcycles, in an effort to help reduce greenhouse gas emissions, a senior official of the bureau said Friday.
Tseng Fan-han, a deputy chief of the bureau's Metal and Mechanical Division, said that buyers of electric motorcycles over the next four years will each be entitled to a subsidy of NT$15,000, which will make the price of an electric motorbike comparable to that of a gasoline-powered motorcycle.
He said that Taiwan's three major motorcycle makers -- Yamaha, Kymco and Sanyang -- will begin to market lithium battery-powered motorcycles between June and July next year. Recharging of the batteries will require removing them from the vehicle and plugging them into an electric outlet at home.
According to Tseng, with the subsidy program as an incentive for eco-friendly transportation, the IDB hopes to increase the number of electric motorcycles in Taiwan to 8,000 in 2009, and to 100,000 by the end of 2012.
The IDB has estimated that the initiative would cut greenhouse gas emissions by 11,710 metric tons per year and save 6.8 million liters of gasoline annually.
Myrtle Beach New Motorcycle ordinances September 24, 2008
Wednesday was the first full day for a series of new ordinances in Myrtle Beach.
City council passed the ordinances at Tuesday afternoons council meeting, primarily to try to stop the May bike rallies.
Myrtle Beach passed 15 ordinances Tuesday to crack down on a 70-year tradition of motorcycle rallies in the city, but some attorneys warned the new laws might not survive legal challenges.
City Council unanimously passed nearly all the ordinances, which include rules requiring motorcycle riders to wear helmets, restricting where bikers can park and strengthening loitering rules, The (Myrtle Beach) Sun News reports.
Lawyers representing Harley-Davidson of Myrtle Beach and other businesses that cater to bikers suggested some of the laws are illegal, but city attorney Tom Ellenburg told them to save those arguments for the judge.
Many others, in favor of and against the rallies, spoke in front of a packed house in the councils chambers, including former Mayor Mark McBride, who quietly urged the council to rescind the ordinances and simply enforce the laws the city already has.
Youre making a mistake, McBride said.
But Councilman Wayne Gray said the city is ready to face any legal challenge.
The only vote that was 5 to 1 is a new law requiring helmets and protective eyewear if youre riding a motorcycle or a moped. The helmet ordinance appears to be the least popular among rally supporters and might face the toughest challenge. State law doesnt require helmets for riders 21 and older.
However that law does not go into effect for about 90 daysDec. 21.
Three of the ordinances took effect immediately.
The first changed the citys nuisance code which, now declares the rallies a public nuisance.
The second changed the special event law, which now declares that special events requiring any excessive use of public resources, like police, is against the law.
Under that law, anybody who promotes special events and causes the use of extra resources will be fined.
And the third law that is in effect right now is one about noise.
There is already a noise law on the books, but the change is very specific.
It now states that it is against the law to operate a motorcycle that has a measured noise level of more than 87 decibels.
One promoter of the fall Harley-Davidson rally, which is next week, tells News13 hes moving forward with everything, the rally will go on as scheduled and just rolling the dice.
Chinese Motorcycles - The New Low Cost Transportation For Americans -
[indent]With rising gas prices, many Americans are turning to alternatives from their gas guzzling cars. And yet while common sense would lead one to believe that a motorcycle is a better alternative to a car, the well established name brand motorcycles aren't seeing the same huge spike in sales that motor scooters are.
And why not?
The answer is simple. The best selling brands of motorcycles in America are, relatively speaking, expensive. Whether you're considering economic evaluators such as "total cost of ownership", "return on investment", or "opportunity cost", trying to save on gas by buying a Harley Davidson, Honda, or other name brand motorcycle just doesn't produce the right bottom line.
So does this mean that one has to settle for a motor scooter as a result of the high gas prices? Well, as long as free market forces are allowed to run their natural course, the answer is "no". Options are available to the American looking for a way to save gas without having to settle for a scooter, but those options are in slim availability in the US at the moment. And those options are Chinese motorcycles.
According to the Motorcycle Industry Council, 50% of the motorcycles in the world originated in China, and China has been the leading country in the production of motorcycles since 1994. These numbers usually don't make any sense to American motorcycle enthusiasts because in America Chinese motorcycles make up a very slim minority of the motorcycles in use in the US. So where has China been sending all these motorcycles they've been making?
Primarily Chinese motorcycles are exported to countries in Asia, the Middle East, and Africa. The demand in these countries for extremely low cost transportation is higher than anywhere else in the world. For many families, the only vehicle the family will ever own and use is a basic small engine scooter or motorcycle built in China.
In the past few years China has begun exporting their motorcycles to the US. However, the economics that have existed in America have been vastly different than they've been in countries in Asia, the Middle East, and Africa. Motorcycle buyers in the US aren't looking for the lowest form of transportation available. In the vast majority of cases, an American purchases a motorcycle as a supplement to another primary vehicle that they own. These conditions have traditional left the motorcycle product offerings from China as a non-factor to American motorcycle buyers.
However, $4 a gallon gas has significantly changed the demographics of the American motorcycle buyer. Now we see a new demand for extremely low cost transportation as a primary vehicle from Americans, and the name brand motorcycle manufacturers aren't producing products that meet that need. Enter China.
China is ramping up as fast as possible to provide the same products that they dominate the Asian, Middle Eastern, and African markets with. While most motorcycle enthusiast balk at the idea of America being flooded by Chinese motorcycles, capitalistic forces are far more powerful than their opinions or objections.
Today the majority of Chinese motorcycles are being sold via the internet, from brands such as Roketa, Tank, and SUNL. However brands such as QLink and CF Moto are setting up infrastructures of dealerships to sell and service their brands of Chinese motorcycles.
And a very unique thing these Chinese motorcycle manufactures are providing is a good amount of automatic transmission motorcycles. With many new people turning to motorcycles as a new form of transportation, the automatic transmission motorcycles are very appealing to those who don't want to learn how to shift.
Very soon, Chinese motorcycles will be a part of many American's daily commutes.
