Quite simple.
People anywhere, if given the choice, will vote, even though they may not fully understand it.
Example:
Line up at a door and see who lines up behind you
(i've done this myself)
Make up some non-sense voting, see who votes
(hhahahahaha)
Or do some other whatever, you'll be surprised to see who does it!

Try pasting a penny on the floor, who'd grab it?
See if anyone would notice if you stole their soda at the food court.
Etc. etc.
