
Ever since the U.S government even had secret societies and organizations, there was definitely no denial that the area known as “Sin City” would need protection. The strip is the most problematic, a tourist site and the perfect spawn of problems. In 1978, the government conjured a plan to help Las Vegas stay under control. This ‘containment’ program, ran by Michael Thomas Eldridge, a former government official, focused on primary first-hand patrol around the Strip. The main mission was to keep Vegas safe without getting in the way of the ordinary Police. At the same time however, their presence must have been kept secret, and every employee sworn to the same secrecy that the program known as Project: FALCON never existed. The ones hired were already trained individuals, sent straight from the government. So for the next twenty eight years, he assembled an outstanding crew who carried out the missions assigned with little flaw and delinquency. Ranging in jobs such as Investigators, First-Hand Spies, and the Technologic Crew, The strip was a minimal threat for them and danger was always conquered. However, the easy flow of things didn’t last long as problems never expected began to arise.
But no matter how hard you try to keep them, secrets are revealed... And if you were to kill a criminal, and you let the innocent victim free, obviously they’d still go to the police. Constant reports of a different variety of descriptions of both men and women began to arise between the span of the twenty years...and people began to suspect. Is there some sort of heroic organization going on? Murmurs of such things became rumors and eventually, it was a talk of bars, and places that it couldn’t have been easily trusted. Eldridge, realizing this immediately after a while, had a violent decision ready at hand. It was now becoming much more of a usage to make sure all witnesses of intervention to be shot down immediately, and left as if it was a draw between two victims. Innocent bloodshed was being splattered and some, like a woman known as Eva Amelia Dobson, was sickened at the irrational decision made by Eldridge, and she argued on what FALCON had been doing. She constantly pleaded Eldridge, saying that improving Vegas couldn’t have a good future if all the murder continued on. He, however, shooed her away, not believing her way of thinking was rational.
So Eva took matters in her own hands, beginning a protest within the organization. The protest wasn’t successful, for her power over the organization was very small compared to Eldridge’s, considering he was the chairman of the program. So immediately she was fired from her position as Vice President and was dismissed out of the program completely, accused of blasphemy and of tyrant-like nature. However, when she left, half of FALCON followed, forcing FALCON to fall into a hiatus, and everyone originally part of the FALCON organization had to be sent home for the chairman to make amends.
A month went by, and phone calls went out by the chairman himself, even to Dobson and her followers. He included an apology in the phone call, and a request for them to return back to headquarters to reinvent themselves. However, Dobson and most of those followers refused the offer, and ended the phone call. Eldridge wasn’t angry, he accepted his corruption. He valued the department’s secrecy over the whole purpose of why the organization was created in the first place.
So in order to keep everything under control and under jurisdiction, Eldridge made a public announcement over what had been going on for the past twenty years. There, FALCON was let known as an assistant for keeping thing stable on the Strip. Any registrations would be sent to Meldridge@interline.com, a private e-mail address that no matter how hard it was tried, no tracking system was sent. But yet, people registered and most failed…but a few, made the cut. FALCON was quietly rebuilding its organization to keep things under control, and they would have thought there was a bright future ahead of them.
Two years later, a new hotel, known as Fatale Hotel was opened on the Strip. Like always, a new hotel was inspected by investigators released by FALCON. Little did they know, it was all a plan the owner of the hotel had plotted. The two investigators staying in their suite were murdered the next morning of their check-in, and a message written through the laptop, an e-mail sent to the Falcon’s Headquarters. “This is war…and this time, Vegas’ reinvention will be under right hands…and that is team: RAVEN. Might as well change your HQ now, we want a fair game. With the power I got this time, it won’t be so easy as your previous assignments. Now, you’re our assignment Eldridge… - Eva Amelia” But unlike FALCON, instead of having people come to her, she maintained secrecy by having her vice, Bennet, come out to people, town heroes and people who are capable of being part of RAVEN, and to receive a job offer. Those who accepted it, were given money to come to Vegas and to join on behalf of the invite Bennet gave them.
Eldridge knew if he made things public, things wouldn’t be solved. There was no proof against RAVEN, and any acts of public violence would have to shut down their program. And Eldridge had no intentions of doing that. So now, you must assist in anyway you can. Will you join Eva’s rebelling RAVENS or assist the FALCONS in shutting down their program and controlling Vegas. It’s beyond Law enforcement, now its time for something a little more different.
